目的:为了对上报的医疗科技研究项目进行公开、公平、公正的评估。方法:通过建立项目评审指标模型,利用层次分析法对评审项目进行综合考评,同时运用动态专家权重法对专家的权重进行合理分配。结果:合理选择专家通过评审系统对项目进行评定,评审结果能反映评审项目的真实水平。结论:系统运用合理的决策算法,有效综合各指标因素,让评审结果更具有真实性、客观性及可靠性。

Objective: To assess the reporting medical science and technology research project for the open, fair and impartial. Method:Through the establishment of project evaluation index model, using the analytic hierarchy process comprehensive evaluation of the project, at the same time, the weight of experts reasonably using dynamic weights of experts. Results: The reasonable choice of experts through the assessment system was used to evaluate the project; the evaluation results can reflect the level of the project. Conclusion: The decision algorithm using reasonable system, effective factors, make the evaluation results more authenticity, objectivity and reliability.
