《黄冈职业技术学院章程》的起草制定程序合法、内容合理。《章程》草案依据法律法规、国内外高校经验，尤其是学校具体情况起草，对学校办学目标、举办者与学校的关系、学校管理体制与决策机制、学校办学自主权等重大问题作出了明确规定，并在一定程度上体现了学校特色、作出了一些创新的制度安排。学校党委和章程起草小组妥善处理了各有关方面在对《章程》草案提出的意见和建议。

The drafting of Huanggang Polytechnic College Constitution is legal and reasonable.
