区域科技资源配置网络本质上属于创新网络，作为创新主体与资源主体互动的有效形式，其网络优化已成为提升科技资源配置效率的关键。基于社会网络视角构建了区域科技资源配置网络模型和测评指标体系；运用超效率DEA-Tobit方法分析得出网络规模、网络开放性、结构洞、联结强度和互惠性对资源配置效率均有不同程度影响，网络中心度对资源配置效率影响不显著；最后根据实证结果从政府角度提出了网络优化策略。

Regional Science and Technology Resource Al ocation networks are essential y within the Innovation Network. As an effective form of innovation and resource principal body interaction, the network optimization has become crucial to promote technological al ocation of resources. Firstly,we build a regional scientific and technological resources to configure the network structure model. Secondly,we analysis the resources principal role of network according to the social attrib-utes of technology resource owner; Thirdly, we study the effects of network structure and and empirical study; Final y, we estimate 30 provinces’ al ocated efficiency by two-stage DEA-Tobit model and analyze the relationship of network resource al ocation and resource al ocation efficien-cy . It proves the network size, network openness, links and reciprocal significantly affect the strength of the efficiency of resource al ocation,network centrality has no significant effect on the efficiency of resource al ocation,and some indicators of structural holes have a positive impact on regional science and technology resources al ocation efficiency, but some has a negative im-pact. What’s more,we propose a network optimization strategy from the viewpoint of the govern-ment .
