从江苏部分党员干部思想状况的调查问卷分析中看到，大多数党员干部思想政治素质较高，具有强烈的政治意识和政治头脑，廉政文化建设现状总体上是积极向上的。影响和制约廉政文化建设的主要问题是社会转型期利益格局的重大变化及由此产生的利益矛盾，具体表现为价值多元、信仰危机与理想信念缺失，形式主义、官僚主义、享乐主义和奢靡之风“四风”问题突出，道德考评与道德自律的失衡等等。产生这些问题的原因是多方面的，包括个人思想、社会环境、体制制度等，因此应分类分层次开展理想信念教育，充分发挥时代先锋群体的示范作用，不断创新党员干部廉政教育方式。

As can be found from a survey of ideological status carried out among some Party cadres, most of them are ideologi-cally well-qualified with a strong consciousness of politics, and the construction of clean governance culture is going upward. Main factors affecting and restricting the construction of clean governance culture include changes in distribution of interests in an era of social changes and conflicts in interests thereby produced, which are demonstrated in multiplicity of values, crisis of faith, lack of ideology, and the“Four Problems of the Mood”in formalism, bureaucracy, hedonism, and extravagancy, accompa-nied by unbalanced moral judgment and moral self-discipline and other problems. These problems result from multi-sources, including personal ways of thinking, social environment, institutions, etc. Education of ideologies should be carried out severally with different layers, and the exemplary functions of the pioneering groups should be made use of to the greatest possible extent so that new ways of clean governance education can be found.
