消费活动具有个私性和社会性双重性质。消费在产生正效应的同时也对环境和社会产生着严重的负效应，形成消费外在化。目前，我国消费外在化泛滥成灾，不良消费约束机制缺失。建设消费伦理，制定消费法规，形成消费道德，强化消费监督，倡导新型消费行为模式，是构建我国不良消费约束机制的路线图。

소비활동구유개사성화사회성쌍중성질。소비재산생정효응적동시야대배경화사회산생착엄중적부효응，형성소비외재화。목전，아국소비외재화범람성재，불량소비약속궤제결실。건설소비윤리，제정소비법규，형성소비도덕，강화소비감독，창도신형소비행위모식，시구건아국불량소비약속궤제적로선도。
Consumption is individual and social in nature .Consumption has positive effect and also serious negative effect on environment and society which can become external .At present ,there is the myth that consumption is individual ,the overflow of external consumption and the shortage of bad constraint mechanism .The ways to build bad constraint mechanism include constructing ethics , making laws and regulations ,forming ethics ,strengthening supervisory and advocating new behavior pattern .Building bad consumption constraint mechanism doesn’t means to depress consumption ,but ban bad consumption and contain the external effect of adverse consumption;therefore ,the economy can continue to develop efficiently .
