[ Abstratc] The article briefly introduced the current situation of the management by object ( MBO)in the performance evaluation of the functional departments , and pointed out the dilemma of the application of the tradi-tional MBO.The author introduced the establishment of evaluation system by improved MBO method through intro -duction objective setting,objective setting principles and requirements , and objective difficulty coefficient.
