Dispute about adjustment in contract sum caused by price fluctuation during the project delay is gradually increasing. Firstly, the division of responsibility on delay is determined under single event delay and common delay. Secondly, it is proposed that the divide of responsibility on price fluctuation during delay is determined based on the principle of "default not to benefit", and it is pointed out that determine of price indices under delay is different from normal construction progress when applying the formula of adjustment in contract sum. Thirdly, analysis of the determination of price indices under single event delay and common delay respectively based on above principle.
