近年来，由环保引发的群体性事件时有发生，暴露出项目及规划环评公众参与有效性不足的问题，环评公众参与工作受到社会各界的空前关注。本研究在对规划环境影响评价公众参与现状及存在问题进行深入分析的基础上，提出了规划环评公众参与导则制定的基本原则及规划环评公众参与导则（建议稿）。

In recent years, occurrence of lots group events related to environmental protection exposed the lack of effectiveness of project PEIA public participation, hence the participation have drawn unprecedented attention by the community. In this study, basic principle of formulating the PEIA public participation guidelines and the guidelines are proposed based on deeply analysis of the current situation and problems of PEIA public participation.
