Based on scenario analysis, this article analyzed the traffic demand after earthquake, proposed the road network disaster evaluation index, established the basic flow of the urban road disaster prevention plan and proposed the road disaster prevention grade concept, providing a new perspective and feasible method for the urban road network disaster prevention plan.
