Deng Xiaoping’s idea of “two overall situations” has been initially implemented. As China has entered into a crucial development phase, the strategic thinking should be further deployed. Relocating enterprises to the western regions is beneficial to the balanced development among the eastern, central and western regions, lowering macro trading cost, and improving the economic growth quality. To precisely identify the enterprises relocated to the western part of the country must take industrial adjustment, ecological progress and new urbanization as the starting point. The article is written to arouse attention to western relocation of enterprises in the 13th-Five-Year Plans.
