青年科技人才应是激励政策调整的重点对象。本文利用代表性地区理工农医类科技人才所做的问卷调查,实证分析我国科技人才激励政策实施成效。研究发现,科技人才激励政策成效体制内外存在差别,青年人才成效低。政策目标偏离科技人才需求目标致使青年人才激励不足,政策没有充分调动体制外和基层单位的激励活动。建议完善行政与学术职务分离与转换机制和青年科技人才激励相容政策,授予科技人才部分成果转让处置权限。

The youth talents of science and technology should be the key of the incentive policy adjustment. The paper empirically analyzes the implementation effect of China’s scientific and technological talent incentive policy with 784 questionnaire survey conducted among scientific and technological talents in areas of science, engineering, agriculture and medicine. The findings show that effects of incentive policy for scientific and technological talents are different in the public and private sector, and the effectiveness of incentives for foryoung talents is low. The reason is that policies have deviated from the actual demands of young people and have not mobilized the vigor in private sector and grass-roots organizations. It is suggested that academic achievements should not be related to administrative positions. Incentive policies for young talents should meet their actual demands. Last by not least, scientific talents should be given some rights to gain economic returns from their academic results.
