随着国家对PPP模式的进一步推广和应用,PPP项目的融资机制和风险分担、利益分配等问题得到了国内专家学者的密切关注。由于利益分配模型的不完善,方法的应用上有所欠缺,严重地阻碍了PPP模式在我国基础设施领域发挥更大的作用。本文在满意度理论的基础下,基于合作对策问题的Shapely值求解方法,考虑影响利益分配的五个重要因素———资源投入、努力因素、风险分摊、贡献程度和利益相关者满意,建立了改进Shapely值的利益分配模型。最终将建立的模型应用到PPP项目的工程实例中,验证了模型的可行性和有效性。结果表明:与传统的Shapely值法相比,改进的Shapely值模型计算出的利益分配系数不仅能提高利益相关者的满意度,实现整体满意度增加,而且能够结合实际工程进行分配调整,具有PPP合作模式的激励作用。

With the PPP mode was being further promoted and applied, the PPP project financing mechanism, risk sharing and profit distribution problems are attracting the domestic experts and scholars’ attention. Because of the poor profit distribution model and the Deficiency of the method on the application, the importance of PPP model in the field of infrastructure in China has been seriously hampered. In this paper, on the basis of the theory of satisfaction, shapely value solving method based on cooperative game problem, and five important factors which influencing the distribution of interests as fellows:resources ,the efforts factors, risk, stakeholder satisfaction contribution degree, than the improvement of interests of the Shapely value distribution model is established. At last, apply the established model to the engineering examples of the PPP projects, verified the feasibility and validity of the model. Results show that compared with the traditional Shapely value method, the improved Shapely value model to calculate the interest distribution coefficient can not only improve the satisfaction of all stakeholders, to achieve overall satisfaction, but also can carry on the distribution adjustment, combined with the actual project with the PPP model.
