本文对协商民主嵌入国家治理的历史过程进行了经验考察与学理解释，论证了中国共产党在建设现代国家、推进国家治理的过程中直接推动了中国协商政治理论与实践发展这一历史事实，在历史逻辑与实践经验中的辨析与比较中，厘清了中国民主政治生长的逻辑；注意到中国威权性协商的历史传统对当代协商民主实践的影响，从国家治理现代化的需要界定了社会主义协商民主的内涵；完成了协商民主在国家治理中的基本经验总结和当下价值评估，希望对构建中国特色的协商治理模式有所裨益。
本文對協商民主嵌入國傢治理的歷史過程進行瞭經驗攷察與學理解釋，論證瞭中國共產黨在建設現代國傢、推進國傢治理的過程中直接推動瞭中國協商政治理論與實踐髮展這一歷史事實，在歷史邏輯與實踐經驗中的辨析與比較中，釐清瞭中國民主政治生長的邏輯；註意到中國威權性協商的歷史傳統對噹代協商民主實踐的影響，從國傢治理現代化的需要界定瞭社會主義協商民主的內涵；完成瞭協商民主在國傢治理中的基本經驗總結和噹下價值評估，希望對構建中國特色的協商治理模式有所裨益。

Through research and scientific explanation on the historical process of incorporating consultative democracy into national governance,the writer demonstrated that the CPC had facilitated the development of the theory and practice of consultative politics in China in the process of building up a modernized country and accelerating national governance,and clarified the logic of China’s democratic politics by analysis and comparison of historical logic and practical experience.Being aware of the influence of Chinese traditional authoritarian consultation on current practice of consultative democracy,the writer defined the socialist consultative democracy based on the requirements for modernized national governance.The writer also summarized the experience and appraised the value of consultative democracy in national governance in the hope that it could be of help to the construction of consultative democracy with Chinese characteristics.
