减排是应对气候问题、缓解资源环境困境、实现经济社会可持续发展行之有效的技术经济手段，其路径选择因不同类型区域的客观条件而异。关注区域减排应立足资源节约型、环境友好型农牧业，大力发展清洁、节水和节投农牧业；困难区域减排较为现实的选择是优化资源开采利用，调整资源产品结构；挑战区域减排的最佳途径是开发利用新能源，实行产业结构转型与升级；理想区域减排的重心在于加强低碳产品供给和引导低碳消费模式。
