经济新常态下，建筑行业面临结构调整、转型升级的挑战，建筑产业现代化是传统建筑业变革的重要突破口。政府是推动和实现建筑产业现代化的主导力量，应做好顶层设计，出台配套政策。作为政府决策行为的微观载体，官员的行为激励和治理研究应成为制度政策研究的独特视角。建筑产业现代化在经济产出和环境保护方面的优势解决了官员多目标决策下的利益取舍困境，深层次上政府具有加快推进建筑产业现代化的内生动力。建筑产业现代化推进治理框架是官员晋升激励下政府加快推进建筑产业现代化，有效激励投资主体，实现新兴事物“立治有体，施治有序”的关键。

Under the new economic norm,the construction industry faces the challenge of structural adjustment,transformation and upgrading,industrialization in building(IB)is an important breakthrough towards the transformation of traditional construction industry. The government is the leading force for promoting IB,that needs to make top-level design in the governmental level. As micro carrier of governmental decision-making behavior,officials’ incentive and governance research should become a unique perspective of institution and policy research. Officials’ multiple objective decision-making trade-offs dilemma could be solved by IB given its strength in economic output and environmental protection,and the government in depth has the endogenous motivation for accelerating IB. The governance framework of advancing IB is,under the promotion incentive of the officials,the key for the government to advance IB and efficiently motivate the investment parties.
