将产业用地低效退出划分为概念性退出和实体性退出。分析产业用地低效退出中存在的经济类和制度类障碍,并认为系统的产业用地低效退出机制缺位是导致目前中国产业用地低效利用状况的主要原因。为此建议:系统的产业用地低效退出机制的建立应该以"激励与倒逼并行,市场与行政互补"为主线,核心是构建低效产业用地概念性退出激励与倒逼机制、建立实体性有偿退出机制,配套实行定期绩效评价机制、实体退出再配置机制以及组织协调机制。

Inefficient exit of industrial land is classified into conceptual exit and substantive exit. This paper analyzes economic barriers and system barriers in the process of inefficient exit,and puts forw ard that absence of systematic industrial land inefficient exit mechanism is the main reason for industrial land inefficient utilization. Therefore,a systematic industrial land inefficient exit mechanism should be built by following the idea of "stimulating and anti-driving simultaneously,marketing and administrating complementarily",with the focus on constructing inefficient industrial land conceptual exit stimulaion and anti-driving mechanisms,on building a substantive paid exit mechanism,and on matching up with regular evaluation mechanism,conceptual exit-reconfiguration mechanism,and organization and coordination mechanism.
