一个国家的存在,至少要特别思考和处理四个方面的问题:社会的发展、政权的稳定、权力的行使以及主流文化的传播。而课程是促进个体社会化的符号媒介、是政治权力合法化的思想基础、是国家权力的微观表达、是传播身份文化的主流载体。课程对国家继续存在和发展的重要性决定了国家必然会介入其中,但国家本身诞生于公共事务管理的需要,因而这种介入不仅是必然的,同时又是非常必要的。

A state has to consider and deal with,if not more,the following four issues,i.e.social development,stability of its regime,exercise of power and promotion of mainstream culture.Curriculum is the medium which promotes the socialization of individual,the basis of legalization of political power,micro expression of state power,and the mainstream platform in which identification and culture of the dominating group are expressed and promoted.The significance of curriculum to the existence and development of a state necessarily leads to state’s involvement in curriculum decision.But a state itself is born in the needs of public affairs’ management,so this kind of involvement is not only inevitable,but also necessary.
