Any institution connotes principles. Justice is the first sense of institution. Institution justice is the symbol of modern civilized society. The segregation and unbalanced development of urban and rural areas in China are attributed to instiution discrimination. Institution justice is the key factor to eliminate the segregation and unbalanced development of urban and rural areas.
