WTO反倾销协议允许成员国在倾销造成国内工业实质性损害或产生实质性威胁时采取反倾销措施.反倾销措施的实施能为国内进口竞争性产业提供保护,但由于反倾销的申诉、调查以及最后征收反倾销税都是针对具体的进口来源地,因此在实施中会引发投资跨越效应.这种投资跨越效应在一定程度上削弱了反倾销措施的效果.文章分析了我国实施反倾销措施后产生的投资跨越效应,提出了相应的对策建议.
