现代行政发展要求政府的行政行为更加注重行政相对人利益保护,行政管理的疆域不断调整,防止行政权过度扩张,这种做法已经得到社会的认可.在高等教育方面均权并达到最佳有效的调控,使高校既能发挥自身的知识汇集基地的优势,又能在符合社会整体利益要求下稳定的发展.在社会发展过程中,高校的自治权和政府规制两种权力在教育资源分配、调整、利用、约束、规范等方面权力交叉和冲突必不可免,产生权力的博弈.两种权力的有效构建均衡权力体系为我国的高等教育发展创造良好的内外部环境.
