如何破除农村金融的瓶颈约束，促进“三农问题”的解决，成为众多学者所关注的问题。各省市区情况不同决定了从而改革必须因地制宜，不可一刀切。本文立足于宁夏农村地区实际，以农村民间借贷为切入点，试图探索一条适合宁夏农村实际情况的金融改革之路。本文以制度经济学理论为依据来论证农村金融体系二元特征即正规金融与非正规金融并存的合理性；接下来运用实证分析的研究方法，立足宁夏农村，结合课题组的调研资料，分别就当地正规金融与非正规金融（民间借贷）的现状、问题及作用进行全面分析；进而结合实证分析所得出的结论，有针对性地就宁夏农村金融体制改革提出有价值的对策建议。

Currently, rural finance has become the ＂bottle- neck＂ problem that prevents the solution of ＂three agricultural issues＂. In terms of rural financial reform, there is no ＂one - size - fit - all ＂ solution for all problems in different provinces. Therefore on the basis of practical situation of NingXia, this paper is trying to explore a way fitting for NingXia rural circumstances from the perspective of rural informal loans. This paper indicates that the important feature of the rural financial system is ＂duality of finance＂, namely, the coexistence of formal and informal finance in rural areas. The author uses institutional economics theory to explore the rationality of the coexistence and comprehensively analyzes the formal and informal finance from these aspects such as present situation, problems and functions with the data obtained from the investigation. At the end some valuable suggestions are proposed.
