新课程倡导教师创造性地、个性化地运用教材进行教学。教材“二次开发”的基本涵义,不仅包括教师对既有教材的灵活运用,还包括教材与其他教学资源的整合和教师自主开发教材资源。从本质上说,教材的“二次开发”主要有五种过程:课程情景化的过程,“课程重构”过程,多元主体的“对话”过程,课程教学一体化的过程,以及教师专业发展的过程。教师从传统的课程“消费者”转变为积极的课程开发者。通过“二次开发”教材,教师也拥有课程开发的话语权。与专家、学者开发教材所不同的是,这种开发存在于教师的日常职业生活,是教师专业生活中必不可少的一部分。

The new curriculum advocates teachers to use textbooks creatively . The basic meaning of the re-development of textbooks not only refers to teachers' flexible use of textbooks but also refers to the integration of textbooks with other instructional resources and teachers' self development of teaching resources. In nature , the re-development of textbooks involves five process: the setting of curriculum situation, the reconstruction of curriculum; the dialogue between different individuals; the integration of curriculum and instruction; the professional development of teachers. Teachers should transform themselves from the consumers of traditional curriculum into active developers of curriculum. Through re-development of textbooks , teachers get the right of curriculum development. Different from experts and scholars in textbook development, this kind of development is embodied in teachers'profession and becomes a necessary part of teachers' professional life.
