近20年,我国在经济快速发展的同时,资源和环境问题已成为制约工业化道路进一步发展的瓶颈,为此十六届五中全会把发展循环经济作为中国今后发展经济的模式.国内外实践证明,循环经济是实现社会经济与环境和谐发展,资源可持续利用的重要途径和发展模式.本文运用循环经济理论,结合天津发展循环经济的模式以及国外发展循环经济的状况,提出发展循环经济的措施和建议,促进中国新型工业化的发展.

In the recent 20 years of the economic development, the resources and environment problems have limited the further development of industrialization, so China pays attention to circular economy. It is proved that circular economy is the development model that can help to carry out the harmonious development of society, economy and environment, and the sustainable development of resources as well. This paper, based on the theory of circular economy, and the experiences of the development in overseas and Tianjin, brings forward the measures and the suggestions on how to develop circular economy in China.
