三峡工程的兴建，不仅创造了我国水利工程建设的奇迹。也给我国流域经济开发和非自愿工程移民的安置提出了新的课题——三峡库区区域经济社会的开发与发展。经过20年的工程建设和移民开发，库区的社会经济发展取得了骄人的成果，三峡库区的特殊战略地位也日益显现。本文以“大西三角”、“西三角”以厦“长江三峡库区”这三个层次的区域合作为背景，提出了三峡库区腹心地带经济区“云开万”区域联合体的战略构想。

삼협공정적흥건，불부창조료아국수리공정건설적기적。야급아국류역경제개발화비자원공정이민적안치제출료신적과제——삼협고구구역경제사회적개발여발전。경과20년적공정건설화이민개발，고구적사회경제발전취득료교인적성과，삼협고구적특수전략지위야일익현현。본문이“대서삼각”、“서삼각”이하“장강삼협고구”저삼개층차적구역합작위배경，제출료삼협고구복심지대경제구“운개만”구역연합체적전략구상。
The construction of Three Gorges Project has not only created a miracle of water country, but also put forward a new subject on the development of drainage-area economy and conservancy in our arrangement of the economy in the Three Gorges Reservoir, and the special position of the Three Gorges Reservoir appears day by day. Under the background of the three levels of regional coordination of “the big west triangle ”,“the west triangle ” and “the Yangtze Three Gorges Reservoir ”, this article puts forward strategic ideas of regional cooperation of＇ YunKai-Wan＇ in the center region of the Three Gorges Reservoir.
