This article, from a key problem of bilingual education, “Developing Positive Transfer on the First Language to the Second Language and Overcoming its Negative Transfer as far as possible” , states the concept of Tibetan phoneme phonies and the basic rules of Tibetan phoneme phonies as well as the significance of Tibetan phoneme phonies for Tibetan and Chinese bilingual education.
