告知规则是犯罪嫌疑人辩护权得以有效行使的重要保障机制，具有重要价值。国际公约及主要法治国家的立法都规定了在采取涉及犯罪嫌疑人、被告人的人身权、财产权、隐私权等权利的强制性措施时，应当告知其理由和依据，并且告知其享有的诉讼权利。中国刑事诉讼法应以打击犯罪与保障人权的双重价值目标为指导完善告知规则，对告知程序、内容、告知的方式、告知规则的保障机制等作出明确规定。

Notification rules are important mechanism that can ensure the effective execution of the criminal suspects＇ right to defend. International conventions and the laws of the major countries ruled by law stipulate that when mandatory measures are taken that may hurt the personal right, property right, and right to privacy of the suspects or the accused, they should be notified of the justifications and their right to sue. To meet the dual goals of combating crimes and protecting human rights, China＇s Criminal Procedure Law should perfect its notification rules, and make specific regulations concerning the processes, contents, manners, and the safeguard mechanism of notification.
