随着文化经济化和经济文化化的进一步发展，文化经济已经成为当代世界经济格局中的重要经济形态，成为国民经济的重要支柱。文化经济对于提高城市、地区乃至国家的综合竞争力有着不可忽视的作用，为各国增加就业机会、改善就业结构做出了重要贡献。随着文化经济的发展，文化贸易在国际贸易格局中也发挥着越来越重要的作用。作为一种特殊的贸易形式，当代国际文化贸易有着自身与众不同的特点。从地域上看，＂-3前国际文化贸易存在着巨大的不平衡性；从文化贸易的主体来看，大型跨国媒介集团垄断着当代国际文化贸易市场；从贸易形式来看。当代国际文化贸易主要是产业内贸易；从法律规范的角度看，WTO成为规范当代国际文化贸易的主要法律文件。当前，中国文化产业和文化贸易正处于起步阶段，大力发展国际文化贸易，对于改善中国对外贸易结构、改变中国对外文化贸易严重逆差等方面问题，都有着不可忽视的作用和意义。
