政治资源的流失主要是政府行政人员的素质差、滥用行政权力、行政行为不当、能力欠缺等造成的。要保护好这些资源，就要加强利益整合，培养公民政治参与素养；加强自身建没，提高政府能力；加强制度创新及行政文化建设等。

The running off of government political resources is mainly the running off of material resources and non-material resource while the government offers policies, rule, system and various kinds of public products.
