本文在实地调查的基础上，结合国外的实践经验，对遗产资源保护与当地农村社区发展的关系进行实证分析。首先给出调查的部分发现和评论。随后本文揭示风景名胜区管理机构与当地农村社区之间现实和潜在的矛盾与冲突，其中土地和森林权属以厦受益分配问题，很可能成为今后社会矛盾新的焦点问题。最后，讨论了遗产资源保护与当地农村社区和谐发展的重要途径以度在当前发展阶段下，鼓励当地农村社区参与遗产资源保护的经济替代策略。

The paper is an empirical analysis on relation between natural and cultural heritage conservation and neighboring rural community development based on investigations and conjoined with overseas experiences. Firstly, some findings and comments from the investigation are revealed. Then, some current and potential conflicts between management units of Scenic Sites and local rural community are discussed, in which land and forest properties within Scenic Sites as well as sharing benefits will likely become new social problems. Next, it focuses on a path towards harmony of heritage resource conservation and local rural community development and some substitutable strategies to encourage local rural community to participate in heritage resource conservation.
