提高贫困地区女性人力资源质量,是消除贫困的关键之一。目前,影响贫困地区女性人力资源开发的因素是:健康状况不佳、教育投入不足、生育观念落后、人口迁移迟滞。对此,应采取以下对策:首先,要创造一个贫困地区女性发展的良好社会环境,健全法律保障体系,开辟多层次、多渠道的教育途径;其次,要强化贫困地区女性的自我开发意识,增强其进取意识、拼搏意识和自信意识;再次,还要认识到贫困地区女性走出贫困将是一个长期的过程。

Improving female human resources quality in the impoverished area is the key to eliminate poverty. At present, factors affecting the development of female human resources are as follows: The poor storage quantity, the insufficent education investment, backward birth concept and sluggish population migration. At present the following countermeasures must be taken: creating a good social environment for them, perfecting legal safeguard system, opening the multi-level and multi-channel education ways; strengthening the impoverished local femal self-development consciousness, enhancing enterprising consciousness and self-confidence. At the same time, we must realize that it is a long-term process for the female in the impovedshed area to go out of poverty.
