This paper studies the thoughts of educational outlay and finds that it is the pledge that enables his educational theory to come true. The contents of his theory includes the significance of educational outlay, the measures of financing and management. The paper points out Yan Yang-chu＇s thoughts is provided with revelation to solve the problem of money-short and interposition of nonprofit organization into development of education.
