农民工是我国制度变迁与社会转型期间出现的特殊群体。农民工所处的边缘化境地及社会制度排斥与机制缺失使得他们难以享受到社会保障权益，尽管他们为我国经济和社会发展做出了巨大的贡献。建立农民工社会保障制度，对保障这一庞大的弱势群体，解决三农问题，维护经济稳定与统筹社会发展有重大意义。
農民工是我國製度變遷與社會轉型期間齣現的特殊群體。農民工所處的邊緣化境地及社會製度排斥與機製缺失使得他們難以享受到社會保障權益，儘管他們為我國經濟和社會髮展做齣瞭巨大的貢獻。建立農民工社會保障製度，對保障這一龐大的弱勢群體，解決三農問題，維護經濟穩定與統籌社會髮展有重大意義。
농민공시아국제도변천여사회전형기간출현적특수군체。농민공소처적변연화경지급사회제도배척여궤제결실사득타문난이향수도사회보장권익，진관타문위아국경제화사회발전주출료거대적공헌。건립농민공사회보장제도，대보장저일방대적약세군체，해결삼농문제，유호경제은정여통주사회발전유중대의의。
The farmer workers constitute a special community in the course of system vicissitude and society transformation. The fringe circumstance in which the farmer workers live, the exclusion by the social institution and system shortage make it difficult for them to enjoy the rights and benefits of the social guarantee, though they have made great contributions to our country＇ s economic and social development. Establishing the system of social guarantee for farmer workers is of great meaning for safeguarding the weak community, for solving the problem of agriculture, countryside and peasant, for maintaining the economic stability and planning the social development.
