现代政府管理的核心问题是如何提高政府缋效。本文从政府绩效和政府绩效考核的概念出发，分析了当前地方政府缋效考核现状，通过分析得出结论，当前地方政府绩效考核的价值取向——“政府本位”应向“民众本位”转变，并阐述了完善评价标准的措施。

The core problem of modern govermnent management is how to develop the achievement. This paper analyzes the status of value assessment currently from the concept of value assessment of government,The results showed that the current tendency of value assessment of local governments＇ achievement ＂government standard＂ should transmit to ＂people standard＂, and set forth the measurement of evaluation criterions.
