The idea of constructing the socialism new countryside indicates that the development of countryside will enter into a new stage. Whether peasants can increase their income or not is a problem that should be stressed on during new countryside constructing. The paper tells that our country should take advantage of labor force resources in countryside to develop dominant agriculture and in order to increase peasants＇ income, also analyzes this process both in theory and in practice initially.
