法治迟缓表现为立法缓慢、执法不力、司法延误、守法观念淡薄等多种形式.法治迟缓阻碍了法治精神要件、实体要件及形式要件的形成和贯彻,致使法治主体丧失法治信念,法治客体得以无限制的膨胀和扩张,法治的标准难以有效确立、深入人心.法治国家建设由此变得遥不可及.
法治遲緩錶現為立法緩慢、執法不力、司法延誤、守法觀唸淡薄等多種形式.法治遲緩阻礙瞭法治精神要件、實體要件及形式要件的形成和貫徹,緻使法治主體喪失法治信唸,法治客體得以無限製的膨脹和擴張,法治的標準難以有效確立、深入人心.法治國傢建設由此變得遙不可及.
법치지완표현위입법완만、집법불력、사법연오、수법관념담박등다충형식.법치지완조애료법치정신요건、실체요건급형식요건적형성화관철,치사법치주체상실법치신념,법치객체득이무한제적팽창화확장,법치적표준난이유효학립、심입인심.법치국가건설유차변득요불가급.
Nomocracy dilatoriness presents itself in following ways：the legislation is slow-moving, the enforcement of law is not strong enough,judicature is dallied over and people＇s law-abiding consciousness is faint. Nomocracy dilatoriness obstructs the formation and implementation of the essential items of spirit,entity and modality,which leads to the subject of the nomocracys, forfeiture of the faith in law, the unlimitedly inflation and extension of the object of the nomocracy. As a result,the standard of nomocracy is hard to establish eftectively and hard to take root in the hearts of the people. Consequently,the building of a country under the rule of law would become unreachable.
