民航体制改革，初步建立了与社会主义市场经济相适应的新型民航管理体制，即“两级政府、三级管理”的体制。在新的体制格局下，民航行业政府主管部门不再代行企业的国有资产所有者职能，主要承担行业管理职能。在这种背景下，如何做到对企业、市场的有效监管、权威监管，是对民航政府行业管理的一个挑战。充分发挥政府的服务功能，有效行使政府的监管职责，保证生产安全、市场规范，成为民航体制改革后以及进一步深化改革中．民航政府职能转变的主要任务。

The reform in China＇ s civil aviation industry has helped basically establish a new type civil aviation management system in accordance with socialist market economy two levels of governments and three - tier management.
