Ever since 1980s, the administration reform focusing on the marketization of public services has been implemented in western countries. China has already begun its marketization of the public services while carrying out the market-oriented economic restructuring. During the process of marketization, the subject responsible for providing the public services plays a decisive role for the full display of the function of the market mechanism. This paper summarizes four major types of participating subjects following a discussion of the inevitability of the multiple participants in the process of marketization. Through the analysis of the operation model performed by plural subjects between the government and public, the author tries to do some research and give some suggestions to the concrete implementation of the marketization.
