征收征用是现代行政的重要手段,而公共利益又是行政征收征用制度的核心,但由于这一概念的内涵的不确定性,从而使之成为侵犯公民合法权益的绝佳理由.因此,公共利益在宪法层面上的明确界定不仅具有理论上的意义,而且具有重要的现实意义.
徵收徵用是現代行政的重要手段,而公共利益又是行政徵收徵用製度的覈心,但由于這一概唸的內涵的不確定性,從而使之成為侵犯公民閤法權益的絕佳理由.因此,公共利益在憲法層麵上的明確界定不僅具有理論上的意義,而且具有重要的現實意義.

Administrative collecting and taking-over are the important means of the modern administration, but the public interest is the core of the administrative collecting and taking-over system, because of the indetermination of the content, make it become the good reason to infringe the legal rights of citizen, therefore, the explicit definition of the public benefits has theoretically and practical meaning.
