引咎辞职作为一种政治文明新象，是责任政府模式下看得见的政治文明。在执政党提出建设“政治文明”的重要主张、引咎辞职仍处于初始发展阶段且尚未引起理论界与学术界足够重视的现时条件下，理性思辨地考析引咎辞职的现实缘起，廓清其与官员问责制之关系，厘定理论纷争，描绘中国官员引咎辞职的常态图景，对当前我国的政治文明建设和责任政府的真切确立无疑具有重要意义。

Duty dereliction resignation is a new phenomenon of political civilization which takes shape under the mode of government responsibility. The government party has brought up the important address of ＂political civilization＂, but the study of the phenomenon of Duty Dereliction Resignation is still at its early stage and theorists and scholars have not attached enough importance to it. Under the circumstances, we need to think it over and analyze realistic reasons for it rationally, clarify its relations with government official accountability and regulate the theoretic disputes in an aim to picture the proper phenomenon of Duty Dereliction Resignation.
