首先建立线性规划模型．分析了命令一控制型规制、基于市场的政策工具、以及企业自我规制三种力量在推动清洁生产中的作用机理。接着放宽模型的假设，从同业竞争者、利益相关者，市场不完全等方面对清洁生产的动力机制进行了贴近现实的思考。最后指出，解决我国企业实施清洁生产的动力不足问题，应从以上方面入手，以市场为平台，以企业自我规制为长期目标来构建清洁生产的微观动力机制。

To illustrate the cleaner production（CP） decision of enterprises, the thesis firstly set up a linear programming model to analysize the effect modes of command-and- control,market-based incentives and soil-regulation in cleaner production.Then loosen the supposition in this model, and considered more powers pushing or holding CP in reality such as industry competitors,stakeholders and incomplete market. Finally, to address the challenges of inadequate promotion of CP in Chinese enterprises, measures should be taken in the above fields, and the micro promotion mechanism of CP should be based on market and aim at self-regulation of firms.
