运用“公地悲剧”和“反公地悲剧”的理论，分析了高校校办产业科技成果转化难、国有资产保值增值难和企业经济效益提高难等现象的根源，指出了校办产业改革的必要性，提出了建立以资产为纽带的新型产业管理体制、加强资产委托管理及完善学校产业投入撤出机制等校办产业改革的思路和对策。
運用“公地悲劇”和“反公地悲劇”的理論，分析瞭高校校辦產業科技成果轉化難、國有資產保值增值難和企業經濟效益提高難等現象的根源，指齣瞭校辦產業改革的必要性，提齣瞭建立以資產為紐帶的新型產業管理體製、加彊資產委託管理及完善學校產業投入撤齣機製等校辦產業改革的思路和對策。
운용“공지비극”화“반공지비극”적이론，분석료고교교판산업과기성과전화난、국유자산보치증치난화기업경제효익제고난등현상적근원，지출료교판산업개혁적필요성，제출료건립이자산위뉴대적신형산업관리체제、가강자산위탁관리급완선학교산업투입철출궤제등교판산업개혁적사로화대책。
The paper analyzed the sources of difficulties of universities＇ industries in scientific achievement transfer, appreciation of state-owned assets as well as increasing of economic efficiency by the theory on public land tragedy and anti-tragedy of public land,and put out that it is possible to reform the universitys＇ industries,and worked out the reform thinks and solutions such as implementing new industry management system linked with property right, strengthening commission management and completing withdrawal mechanism of universities＇ industry input.
