학술출판응해인입동행전가평심궤제，파학술평개화출판평개경가긴밀지결합기래，이학술수평화학술함량작위학술출판적지탱，재능주출목전적곤경，진정인도학술출판시장화대음학술열독적발전화번영。
The author holds that the peer review policy should be introduced into the academic publishing so that academic appraisal can be more closely integrated with publishing appraisal. The academic publishing should focus on academic level and academic content in order to develop the academic publishing market and the public academic reading.
