For a long time, operators performance appraisal system is treated separately ,only the design of the index system is valued, and great resist haekground is neglected, so the basic premise which makes the system develop its use disappeared. This text aims at realizing the reasonable eombination and moderator of the whole organize environment, operators and the appraisal index system, besides put forward my own system model.
