2005年1月1日对于纺织业来说值得纪念，从这一天起根据WTO乌拉圭协议中的《纺织品与服装协议》（Agreement On Textiles and Clothing,简称《ATC协议》），WTO各成员国应全部解除对纺织品进口的配额限制，实现纺织品贸易一体化，国际纺织品贸易管理进入了“后配额时代”。但从我国2005年全年纺织品出口运行情况看，出口并没有像预想的那样乐观：纺织品出口在受国外不断增加障碍的同时，自身也有许多需要反省和亟待解决的问题。

January 1,2005 regarding to textile industry is worth commemorating, according to Agreement On Textiles and Clothing in the WTO Uruguay agreement, from this day, the WTO various member nations should completely relieve the textile import quota limit, the realization textile trade integrated, the international textile trade management entered＂pest - quota times＂. Our country is the impotent textile clothing produces and exports nation in the world,at present, the textile exportation approximately takes the 10% of world export total, the clothing exportation takes the 20% of world export total. Carries on the analysis and the research to the textile exportation situation has the extremely vital significance. But looks from the textile exportation movement situation of our country in 2005 whole year, the exportation is not optimistic like that：The textile exportation not only receives barrier ,which overseas unceasingly increases,but also ourselves have many questions that need to engage in introspection and urgently awaits to solve.
