“知识失业”，世界各国普遍存在。理论上，“知识失业”的主要原因是：（1）劳动力市场供求不平衡；（2）“职业搜寻”成本过高；（3）劳动力市场二元分割；（4）“知识劳动力”把失业当作一项“投资”。从我国现实来看：既有高教体制自身的原因；也有“当事人”的“非理性选择”因素；以及职业规划缺失等方面的原因。其危害巨大：给个人和社会带来很大的福利和效率损失；对人力资本投资产生负面激励。

＂Educated unemployment＂ is widespread existence all most in every country. Theoretically, the main reason of ＂educated unemployment＂ is： （1）the imbalance between supply and demand in the labor market; （2）the high cast of ＂The occupation search＂; （3）intersected dualistic labor market; （4）＂The knowledge labor force＂ chases the unemployment as an ＂investment＂. Seeing from the reality of our country, there is some factor of the higher education system itself;at the same time there is the factor of ＂unreasonable choice＂ of ＂the party who concerned ＂ and the factor of the occupation programming imperfection and some other problems. It harms enormously.it brings the vast loss of welfare and efficiencies loss to the individual and the society; it also produces the negative prompting to the human capital investment of the labor force.
