The authors applied research methods such as literature data,questionnaire survey and main constituent analysis to contest operation by municipal governments,and revealed the following findings： Resource essential factor, government decision- making factor,target orientating factor,media spreading factor,and information communication factor, are the main affecting factors in the realization of profit from contest operation by municipal governments in China.
