The level of human resource in an enterprise rests mainly with the loyalty and value of the employees, namely, human resource equals loyalty of employees by value of employees. The factors that affect loyalty of the employees are embodied in three aspects of the employees themselves, enterprises and exterior ones. Only when loyalty of employees well matches their ability, can it bring about proper value of performance. The acceptance of culture and value criterion is basis of the cooperation of the employees and the enterprises.
