From the late 1980s till now, a pedagogical reform has been taking place in District 2 of New York City public school system. In mathematics, the mandated teaching method is cooperative learning, and the mandated textbook is Connected Mathematic Project, which is based on the theory of Constructivism. Under this reform, students study math in a different methodology. It is too early to conclude whether this reform has achieved its goal, since the percentages of students whose performance have reached the grade level have been going up and down in New York State's New Standard Test in Mathematics between 1999 and 2005. During the period, math teachers were mandated to take part in a long-term in-service professional development and this training became the channel for selecting and retaining math teachers for the District.
