This thesis analyzes the cultural ,semantic differences of ＂administration＂ and ＂government＂ in English（especially American English）, and holds that the ,semantic core of ＂administration＂ is ＂a body of officials of the executive branch of agovemment＂. Therefore it is not appropriate to translate ＂admir,：istration＂ into ＂RE＂. The appropriate Chinese translation of ＂administration＂ is ＂行府 ＂, and the appropriate Chinese translation of ＂government＂ is ＂政府＂.
