Influenced by the wave of globalization, the integration of European higher education was brought into a new era by the approval of ＂Bologna Declaration＂, the Bologna process became the pronoun of the integration of European higher education. In September 2003, Russia signed ＂Bologna Declaration＂ and became a participant of Bologna process, which leads Russian higher education into a new era. This paper introduces the major reform measures adopted by Russia under the framework of Bologna Declaration.
